Abstract

Project scope management plan is a process in which what work is required in a project is defined and checking that all of that work is done. Improper definition of this work and poor practices of scope management plan leads to scope change which is reflected on objectives of initially planned projects mostly like budget, schedule, resources, and quality. Accordingly, this study mainly assesses the status of project scope management practices of Bishoftu city Building construction project stakeholders. To get information for study of 18 projects were selected randomly from a total of 40 ongoing projects of a city. The study used mixed research approach to gather data and describe the status of scope management practices in the project and asses the effects of scope change on the projects. The target populations of the study were: public and private projects that have under construction in Bishoftu city. This study has used both primary and secondary sources of data. Primary data collected through questionnaire distributed to Engineers, project managers, staff of consultant firms, contractors, clients, and governmental offices. The collected data through questionnaires were analyzed using statistical packages for social sciences (SPSS).When summarized; it is difficult to acknowledge the soundness of practices of plan scope management and collecting requirements from stakeholder processes. Both process needs to be improved by responsible body which is clients. Similarly, the truth worthiness of practices creating work breaks down structure not enough. The contractor needs to improve himself on WBS creating process. Even if scope defining steps which is done by client is at good, it needs to be improved by clients on its implementations. Scope verifying/validating and scope controlling process which is the responsibility of both client and contractors are not practiced as well as enough. This shows there is lack of integration between these two bodies on implementation of the processes. From different parameters of construction projects: Schedule delay, budget rises, redesign, resource unavailability, and quality problems are the most affected area of building construction project parameters which leads the project to failed. Researcher recommends the stakeholder to using scope management planning processes properly and a proactive management style to reduce challenges of scope changes from happening.
