Abstract
In the information century, the advancement of technology increases dramatically, especially in the computing world. Computer resembles human being in many situations and such sophisticated computer is very important in many areas like knowledge management, expert system, and e-commerce and so on. Here, there are many technologies integrated each other to enable such sophisticated system; ontology is one of the core technologies. The Protégé 5.0 and OWL language was used in the process of ontology prototype development. The main objective of this research is to build ontology system architecture and to develop an ontology prototype for Ethiopian Revenue and Customs Authority. The data mining analysis methodology called Cios model was proposed in this research, that aspired on the process of ontology building with the ultimate goals of finding the solution of challenge of resources management, knowledge of decision-making, data processing and data dissemination problems. The data set used in the analysis process of this research has 44497 records and 9 attributes. Microsoft decision tree algorithms and Holdout Method implemented to know the factors that boosting up Ethiopian trade relations with different countries. The output of this methodology enabled us to identify new rules and by using these rules the researcher, implemented the research prototype and points out to the organization to manage the transaction based on this generated rules. In the Prototype evaluation, the Pellet reasoner was used to check Consistency of developed ontology Prototype. In addition, the what aspect of the ontology we are trying to evaluate approaches was implemented in this thesis prototype evaluation.
