Abstract

Urbanization In Developing Countries Increases Through Time Due To The Influx Of Population To Urban Demanding Better Life Standard And Basic Human Necessities For Human Beings. So Far In Order To Meet Housing Need, People In Urban Areas Are Obligated To Squat That Mismatch Between Existing Plans. The Purpose Of This Study Is To Examine The Contribution Of Structural Plan Implementation Problem On The Expansion Of Informal Settlements In Adama City, Of Oromia Region. The Study Applied Descriptive Research Design Using Mixed Of Both Qualitative And Quantitative Approaches. The Total Sample Size Is 86 Respondents, 20 Formal Households, And 3 Farmers, 3 Elders Of The Town, 4 Higher Officials And 3 Experts) Have Been Involved By Using Purposive Non-Probability Methods To Select Stakeholders, Experts, And Officials From Different Offices. The Delay In Planning Boundary Recognition Has An Impact On Plan Implementation To Provide Housing Land And To Defend Land Grabbing Informally. In Addition, The Study Confirmed The Expansion Of Informal Settlement The Drawback Of Inadequate Preparation Of The Housing Land For The Demand Raised In The Town. Finally, This Study Confirms That, Even If Informal Settlements Are For Housing Shortages, But Hinder The Competitiveness Of The City. Therefore, Based On The Results Of The Findings Of The Study, A Structural Plan Set In 2004EC And New Structure Plan Handling Plan Boundary That Enables The City To Manage Urban Land In An Effective And Efficient Manner To Provide Service Plot Accordingly In Which, The Planning Boundary Respects The Administrative Boundary.
