Abstract
Cost and time performance is the fundamental criteria for success of any project. Unfortunately, construction industry in Ethiopia has been, regarded as industry facing poor performance leading to failure in achieving effective time and cost. As result most public building project in Ethiopia face time and cost overrun. The main object of this study was to identify factor affect cost and time performance of construction project in Ethiopia in case of public building construction project in Addis Ababa .before identifying the major factors affecting cost and time performance , to achieve this objective different research method was used. On the first line, assessment was, made, to verify existence of problem of cost and time performance problem by desk study of some building construction project. Due to some limitation, only assessment of time performance was done based on the result there is problem of poor time performance in all construction projects. In addition, by deep review of different literature, associated with title, identifying factor affecting cost and time performance was, done; finally, a total of 26 factors affecting cost performance and 37 factors grouped under seven major group affecting time performance was, identified. . The identified factors are organized and summarized in questioner incorporate respondent to rate on the factors using five level Likert scale , the questioner are both closed ended and open ended type .finally questioner was distributed to 41 consultants and 71 contractors, from distributed questioner 31 and 47 valid questioner was returned from consultants and contractors, respectively . Using Relative importance index, was used for data analyze. From the research finding the first top ten contributing factors affecting cost performance was. Inflation of construction material; Design problem (Frequent design change); Inaccurate quantity estimation (excess quantity during construction); Lack of cost planning/monitoring during pre-and post-contract stage; Cash flow and financial difficulty faced by contractor; Cost under estimation; Lack of appropriate planning and scheduling of work; Additional cost due to variation work; Poor performance of sub-contractor, and Improvement to standard drawing during construction stage In addition, the first top ten contributing factors affecting time performance was. Ineffective planning and scheduling of project by contractor; financial inability /financial arrangement for the project by client; Late in reviewing and approving design documents by consultants; Difficult in financing project by contractor; Poor site management and supervision by contractor; Shortage of construction material on site; Mistake and discrepancies in design documents; Unclear and inadequate details in drawing; Delay in approving major change in the scope of work by consultant; and Delay in progress/ interim payments by owner to contractor. Based on the group of factors affecting time performance rank from one to seven was : Consultant Related Factors ,Contractor Related Factors ,Project and Design Related Factors ,Client Related Factors ,Material Related Factors, Equipment and labor Related Factors ,External Related Factors.
