Abstract
The objective of this study was to establish a cloud federation to interconnect several type data centre that are located at different geographical region together to provide an adequate elearning resourceinfrastructure for Ethiopian public higher educational institutions. Cloud federation was used integrate different cloud resource of e-learning system and offer an excellent resource utilization for several universities. Federated cloud based e-learning system was also used to provide a collaborative learning in the higher educational institutions. Currently, most of higher educational institutions have lack of infrastructure,resources are underutilized and there is no well collaboration among them. To solve these problems, we hadproposed cloud federation based resource allocation in order to provide a sufficient learning resource and infrastructures as well as to allow collaboration across several higher educations. The methodologies to solve the challenge with an existing system wasquestionnaires, literature review, interviews and observation. For the implementation purpose, we had used cloudsim to simulate the proposed system. In this study, the framework and prototype for resource allocation in federated cloud e-learning system for several universities was presented depending on centralized cloud federation in which we can create a centralized broker to allocate virtual machine. Finally, we had also investigated that cloud federation based elearning system were better than non-federated system in terms execution time and response time.
