Abstract

The Most Important Decision-Making Process To Ensure The Successful Completion Of Construction Road Projects Due To The Enormous Importance To The Country Is Selecting The Best Contractor To Deliver A Project On Time, Within Budget, And With Superior Quality. As It???S Seen Frequently, Many Contractors Fail To Meet Project Objectives For A Variety Of Reasons. Due To These, One Of The Reason Has Been Attributed To The Current Criteria For Awarding Contracts Ineffectiveness In Identifying Contractors Capable Of Meeting Today's Demands And Challenges, Thus There Is A Need For Identifying Criteria In Terms Of Adding Value To Projects Using A Best Value Procurement Principle. Best Value Procurement Is A Fit In Procurement Process In Which Price And Other Criteria Are Considered During Evaluation Of A Contractor. Therefore, This Study Aims To Develop A Best Value Procurement Evaluation Using Fuzzy Comprehensive Evaluation To Consider Both The Multi Criteria Nature Of Best Value Procurement And The Fuzzy Nature Of Human Perceptions During Evaluation And Rating Of Tender. About 33 Selection Criteria Were Identified From Different Literature And The Current Procurement Practice Of Ethiopian Road Authority, And Rated Based On Their Importance To Add Value To Projects Through A First Round Survey By Experts. After Extracting Six Parameters Namely Past Project Performance, Current And Future Workload, Compliance With Specification, Plant And Equipment Capacity, Proposed Project Completion Date And Warranty Of Works Provided, From The Survey Result Through Factor Analysis, The Criteria Were Modeled Using Fuzzy Comprehensive Evaluation By The Value Assigned On A Second Round Survey Through A Pairwise Comparison. Then Based On The Original Best Value Model, A Best Value Evaluation Was Developed And The Developed Evaluation Was Reviewed By Using Expert Opinions In A Semi Structured Face To Face Interview. The Result Of The Study Serves As A Benchmark For The Application Of Best Value Procurement In Ethiopia And As A Basis For Future Researches.
