Abstract

Webgis-Based Road Pavement Management Is A Systematic Process That Aims To Preserve, Expand, And Operate Road Assets In The Most Cost-Effective Manner. It Is An Analytical Tool That Facilitates Organized, Logical, And Integrated Decision-Making In Road Asset Management Practice. However, In AACRA There Is No Well-Designed Geodatabase For Pavement Managementsystem (PMS) That Enables To Manage Road Network In Time, Efficient And Cost Effective Manners. Due To This, The Road Authority Faced A Problem That Had Led To Fail In Properly Managing Those Road Infrastructures Such As: Maintenance Issue, Controlling And Upgrading Of Such A Large Road Network. As Result, The Addis Ababa Roads Networks Are Facing Structural Deficient Due To Lack Of Prioritizing Road Network And Timely Maintenance, Rehabilitation And Upgrading. This Has Adversely Affected The Traffic Movement, Resulting To Higher Operating Costs And Delays. Nowadays, Webgis-Base PMS Had Led To Overcome Such Problems By Designing Geodatabasemode Which Is The Most Important Tool For Managing Road Network More Efficiently In A Scientific Manner. Therefore, The Objective Of This Study Were To Design The Effective Webgis-Based PMS Geodatabase Model For Addis Ababa City, Nifas Silk Sub City, Which Is Base For Prioritizing Road Network And Making Sound And Timely Decisions Used For Maintenance. In Order To Achieve This Objective, The Study Were Used Both Primary And Secondary Data. The Study Starts With Identifying Requirement Analysis And Collecting Primary Data Such As Spatial Locations Ofroad Network Using GPS, Road Inventory And Road Condition Survey By Using ESRI Survey123 Mobil App And Secondary Data Such As CAD Files And Traffic AADT Data. The Need Of The Enterprise Was Identified Through Requirement Analysis, And Geodatabase Design Was Done Through Conceptual, Logical, Physical Design Phase By Using Enterprise Architecture UML Diagram Software. The Designed UML Was Exported To XML Schema And The Geodatabase Model Was Developed Using ESRI Arcgis 10.5 Based On The Requirement Of The PMS. Primary And Secondary Data Is Populated In Developed Geodatabase For Test The Model. MCDA Was Adopted For The Road Pavement Prioritization. The Developed Road Network In The Pilot Study Area Was About 29.275km Total Length. The Study Identified, About 60% Were Paved With Bituminous And About 40% Were Cobble Stone. The Finding Of The Study Showed That, Out Of 355 Segments Around 40 Segment Need Urgent Maintenance. Finally The Developed PMS Geodatabase Was Uploaded To Arcgis Online As A Hosted Feature Layer. This Study Recommends That, The Developed Model Can Be Utilized By The Enterprise For Effective Pavement Management And Decision Making For Pavement Maintenance In The City
