Abstract

This Study Developed A Methodology To Measure And Evaluate The Performance Of Adama City Cadastral System Based On International Scientific Journals/Desk Study/ And Case Study In The City And The Paper Contributes And Develops An Evaluation Framework For Urban Cadastral System. The Cadastral System Has Been Subject To A Standardized Approach For A Number Of Years Conducted By Both The Scientific Community And Professional Organizations. This Research Study Approaches Desk Study And Case Study Techniques To Analyze The Assumption Set In The Objective. This Research Carried Out By Evaluating The Existing Cadaster Of Adama City With International Standards From The Desk Study With Total Standardized Evaluation Indicators=50. As Per The Analysis Output; 16 % Of The System Was Strongly Weak And 48 % Of The System Categorizes As Moderate Strength, 36% Of It Strong. As Resulted From Desk Study And Case Study The Current Major Weakness Of Adama City Cadaster Are Lacks A Better System Of Land Registration, The Spatial Accuracy Of Many Control Points Is Poor Skill Gap Of Experts, Weak System For Parcel Identification, Slow Adaptation Of Modern Technology, Lack Of Harmonized Proceed, Too Much Paper Work , Poor Standardization Of Data , Use Of Network Technology To Exchange Data Is Not Available, Cadastral System In Adama City Takes Too Long To Update, And Lack Of Legal Cadaster Applications. While There Are Some Strong Side Of The Current System: Starting Of Developing Modern Cadaster, 53% Users Certified, Land Related Problems Such As Overlapping, Land Taxation, Was Minimized. Cadastral System, And The System Developed Shows That Moderately Transparent, Secured, And Accessible.
