Abstract
Construction Industry Is One Of The Major Role Players In Economy And It??S The Most Employees Intensive In Which Human Resource Management Issues Are Given Inadequate Attention. Most Problems And Operational Issues Concerning Human Resource Management Practices Have Arisen In Public Building Projects. Consequently, Public Building Projects Exposed Extreme High Cost And Time Overrun, Low Quality And Poor Safety Which The Project Success Is Relay On. The Research Intended To Assess Human Resource Management Practice Towards The Project Success In Adama Public Building Projects. The Study Used Both Descriptive And Exploratory Method. Based On Literature Reviews And Informal Discussion With Colleagues And Experts In The Sector, Sixty Six The Most Important Factors Were Collected Under Ten Groups And 12 Most Important Impacts Of Poor Practicing Human Resource Management (Hrm) Were Identified. The Questionnaires Were Distributed To Ten Randomly Selected Public Building Projects In Adama Town And Distributed To The Respondents In A Side Of Contractors, Consultants And Employers. Returned Questionnaires Were Evaluated By Relative Importance Index (Rii) And The Results Were Ranked Based On The Importance Value. Spss V22 Utilized To Measure The Statistical Patterns. Based On The Result Of The Study, Most Critical Factors Negatively Affecting Hrm Practices Were; ??Lack Of Providing Compensation And Reward Packages, Financial Rewards And Certificate Of Appreciations??,?? Influence Of Change In Economy, Technology And Globalization?? With RiiValue Of 0.970,?? Poor Health And Safety Practice,?? With Rii Value Of 0.932, ?�?Lack Of Insurance Provision To The Employees In The Project?? With Rii Value Of 0.931, And ??Absence Of Continuity Of Work To Ensure Employees Long Term Job Security?? With Rii Value Of 0.928 Were Some Of Them. Also The Impacts Causing Failure To Project Success Were Identified As ??Low Productivity With Rii Value Of 0.990, Material Wastage With Rii Value Of 0.970, Time And Cost Overruns With Rii Value Of 0.960, Client?�?S Dissatisfaction With Rii Value Of 0.950, Disputes And Employee Conflicts With Rii Value Of 0.860 Were Identified. The Researcher Has Strived To Developed Human Resource Management Practice Conceptual Framework In A Front View Point Of Project Success To Assist The Project Managers, Professionals And The Stakeholders. Finally, It??S An Essential In Adama Town Public Building Projects To Practice Human Resource Management Effectively, Human Resource Utilized Efficiently To Ensure The Project??S Success.
