Abstract

The scarcity of the healthcare professionals, medical specialists and the lack of means for medical data exchanging are some of the great problems of the developing countries?�? healthcare organization. The healthcare organizations?�? main objective is providing a quality service for providing the patient safety and this quality service depends on the quality information. So patient information is the most necessary thing to provide quality service for patients. Even if, most developed countries are almost adapting the way of exchanging the medical information among concerned bodies it is still under development in developing countries. On the other hand, there should be a system that can help the medical professionals and less-experienced professionals for better medical decision support based on the accessed information in addition to the medical data exchange. So the lack of a means for medical data exchange and the absence of healthcare related knowledge based systems are the great problems of developing countries?�? Healthcare organizations. To curve this problem, in this research work the medical data accessing framework by handheld device is proposed and tested by the developed prototype and how to integrate some of the existing medical databases is designed by using the Electronic Medical Record, Electronic Health Record and Knowledge Base as different databases. In this research work also different methodologies and development tools are used to achieve the stated objective of the study which is medical data accessing and exchanging by handheld devices among the concerned stakeholders in addition to enabling patient diagnose disease by themselves in the Oromia Region. So as a result, the medical data accessing framework by handheld devices is developed and this framework is supported by prototype called Medical Data Accessing and Clinical Discussion Support, that run on three different handheld devices including Tablet, Smartphone and hand-watch by using the android studio as a development environment which is a java based application development operating system and thus java is used for coding purpose. The prototype also enables patients to diagnose the disease by themselves without the expert interference and displays the detail information of the medical specialists for their particular disease for further consult. To do this Tuberculosis is used as a sample disease with its common symptoms that patients insert and diagnose for and the system displays the result as a predicted disease with detail of specialist information. Finally we have recommended to develop a mobile application for knowledge based system which is based on sound recognition for those who can?�?t read and write by any language as a future work.
