Abstract
For the last two or three decades, people are becoming more aware of the variety of
environmental issues. The Environmental problems include issues arising from and associated
with poverty and underdevelopment, issues arising as negative consequences of the development
process itself, and issues relating to man-made pollution. Land use planning strategy, which is a
deliberate process of defining land for various uses to balance social, economic, and
environmental goals, is an approach for improving urban and environmental sustainability. In
order to overcome environmental problems into consideration, this study examines urban land
use planning and its implementation with respect to the environmental dimension, the case of
Gelan sub-city, Sheger city, Oromia national regional state. The specific objectives of the study
are to identify environmental issues consider during the land use plan preparation, to identify at
what rate environmental issues were implemented concerning the urban land use planning in the
sub-city, to identify factors influencing the implementation of environmental issues and examine
the contribution of stockholders and community on urban land use planning implementation to
environmental issues. This study used both qualitative and quantitative data. For the purpose of
this work both primary and secondary data were used. The sampling and techniques would be
applied to study Gelan sub-city urban land use planning stuff, management staff, and community
household selection. In this study, descriptive and inferential statistics were applied for data
interpretation and the analysis was conducted with SPSS version 24 and the data were presented
in tables and graphs. Based on paired sample p-test the study found that a statistical significant
less than 0.005 for all specific objectives. The result of the study also found that Afforestation
and public sanitary are excluded in urban land use planning while the industrial wastage
disposal, greenhouse and sewage and wastewater design are included. The procedures used in
the implementation of environmental issues are concluded to agree on the ranking level with
rules and regulations. In other hand, there are many factors which influence or affect the
implementation of environmental issues. To overcome those problems the community and
governmental stockholders must pay their appropriate fees. To those issues, the study suggests
some recommendations like: Incorporating concreted rules and regulations regarding urban
land use planning, Environmental issues are essential things in human beings life the
stockholder should take their parts and responsibility and etc.
