Abstract
The demand for suitable and sustainable public housing solutions in Addis Ababa, Ethiopia,
emphasizes the importance of a strong quality assurance framework to support project
development and implementation. The study aims to develop a framework for ensuring the
quality of public housing projects in Addis Ababa, Ethiopia. To achieve the objective, the study
used a mixed-approaches research design that combines quantitative and qualitative research
methods. Data were acquired by using a questionnaire and interview. The research design was
used a combination of descriptive and exploratory research design; a purposive and snowball
sampling technique was used. The data analysis methods would use descriptive analysis
techniques and exploratory analysis techniques using mean scores and relative important index
method. The study findings addresses to improving the quality of construction materials,
involving stakeholders effectively, enhancing documentation and implementation of quality
assurance measures, ensuring robustness and durability, and implementing rigorous quality
control measures are key areas for improvement to align with global benchmarks for quality
assurance in public housing projects. Addressing the challenges through the development of a
comprehensive framework for quality assurance in public housing projects in Addis Ababa is
essential for improving the overall quality, sustainability, and effectiveness of housing
developments in the city. By enhancing communication with stakeholders, strengthening
enforcement of regulations, ensuring accurate cost estimates, promoting financial transparency,
and simplifying regulatory processes, stakeholders can work towards achieving higher standards
of quality assurance in public housing projects. Addressing the impact of poor quality assurance
on public housing construction projects issues requires a comprehensive approach that focuses
on improving construction materials, enhancing workforce skills, and ensuring regulatory
compliance throughout the project lifecycle. By prioritizing quality assurance in public housing
construction, authorities can mitigate risks, deliver high-quality housing units, and safeguard the
well-being of residents. Addressing the quality assurance including establish clear quality
standards, implement a comprehensive quality management plan, conduct regular inspections,
engage independent inspectors, establish a dedicated quality assurance team, train and empower
project teams, establish a quality control process, implement a corrective action system, monitor
and evaluate quality performance and continuous improvement. By implementing this
framework, public housing authorities in Addis Ababa can address the quality assurance and
deliver high-quality housing projects that meet the needs of residents and contribute to the
overall well-being of the community.
