Abstract
3D property registration has become a vital need in order to optimally reflect all complex cases of the multilayer and multi level reality of property rights and restrictions, revealing their vertical component. But, the current 2D cadastral model does not include multi layer and multi level building. The main objective of this study is to developing 3D cadastral information system for part of 03 kebele, Dire Dawa Administration city. To achieve this objective CityEngine procedural model method has been used for activities of 3D cadastral data to register and visualize the complex reality in 3D. The 3D model was built using different parameters based on input data, derived from Aerial Photographs, 2D cadastral system, questionnaire datasets as well as architectural plans and elevation data . The modelling process consists of data preparation,organization, validation and import into the software model creation using Computer Generated Architecvture(CGA) rules and export for the model created to the web scene. The process resulted in a final 3D model and capable of easy to store, update, search, insert, share, maintain and visualize intended 3D properity. The application and potential of 3D model has been tested by selecting the condominium design types of selected site in which a complex ownership status is established along with approved legal document from Dire Dawa housing development agency and manucipality. The finding of this study show Developing 3D cadastral information system have better for the society and government that related to providing relevant documents regarding to the ownership of house as well as gives useful information for municipality in order to administration land valuation, tax collection and legal purposes. Moreover it is providing relevant information for decision and policy makers with reality of land and decrease corruption or misunderstanding between field observer and office manager. Interestingly, Dire Dawa and other city municipalities should develop and adopt such techniques of 3D cadastre.
