Abstract
The application of project management tools and techniques under different project process
groups is believed to have direct impact on project performance and research efforts has been
continued to improve this knowledge area. Despite the continued evolvement of the knowledge
area, there is still inconsistent application of project management techniques and project
management team are still going on to apply traditional project management methodologies
that has based on popularity and some contractual requirement. The project management tools
and techniques practiced without predefined benefit across project management cycles going
through initiation to execution and controlling might not guarantee project success. This has
made project performance still to stand at discouraging rate. This study is undertaken to
evaluate the actual project performance of the study area and extent impact of project
management tools and techniques practiced by project managers in the water supply project
construction in the Oromia water works design and supervision enterprise. The qualitative
research methodology has been employed to survey two-hundred water supply projects
clustered into four groups and twenty-five project management teams engaged in the
management process of these category projects. statistical methodology and correlational
techniques are used to analyze the results. It is found out that there is considerable project
completion time over run has been noticed. there is only ten percent project could be completed
within budgeted time schedule. in the similar manner, project management tools and techniques
surveyed to insight the project managers perception and application of these tools. Under this
survey, it is noticed that there is significant variance exists among project managers, which can
lead to conclusion that there are no predefined procedures followed among project team
particularly in project schedule management in planning, execution and monitoring phase. The
project management tools and techniques are correlated to project performance and it has also
shown strong positive correlation to exist. where there is more stronger at planning phase than
execustion project management cycle.
