Abstract

To Facilitate The Socio-Economic Growth Of One?�?S Country, The Importance Of Well Conditioned Road Networks With The Proper Road Maintenance Practice Is Very Significant. However, Most Of The Federal Roads Are Not In Good Condition. The General Objective Of This Research Study Was To Assess The Road Condition Assessment; Maintenance Problems And Asset Management Plan (Case Of South Oromia Cities) That Overcomes The Drawbacks Of The City Municipality. A Descriptive Design Was Employed Where Both Qualitative And Quantitative Methods Were Used In The Study. Random Sampling Method Was Used For Selecting Study Populations And Judgmental Sampling Technique Was Used To Select Respondents From The Road Categories Infrastructure. A Desk Study, Questionnaire Survey, Interview, And Literature Review Were Employed To Collect Primary And Secondary Data. Based On The Data Collected From The Respondents; City Administration, Contractors, Consultant And Other Users The Samples And Questionnaire Analyzed Indicate That The Road Condition Assessment Are, The Concrete And Steel Bridge Condition With Excellent Value Of ACI=88.57%; Cobblestones Road With ACI Value=83.93%, Asphalt Road With Value ACI=77.45% And Curb And Gutter, Drainage Sumps And Footpath With Value ACI=75.08% That Were Repaired With Normal Maintenance Procedure And The Component Does Not Exhibit Any Signs Of Deterioration. Accordingly A Total Of Thirty (30) Top-Ranked Problems Are Identified As The Most Significant Existing Problems On The Road Maintenance Problems. Among Them The Study Finding Indicated That Lack Of Effective Budget, Insufficient Road Condition Survey With Lack Of Appropriate Project Prioritization Mechanism Under Client Related Problems, Insufficient Data Collection And Condition Survey Before Road Maintenance, Quality Assurance/Control Problems And Poor Monitoring And Controlling Under Consultant Related Problems, Poor Labour Supply And Productivity, Poor Communication And Coordination Of The Contractor With Other Parties And High Turnover Of Contractor?�?S Staff Under Contractor Related Problems Are The Top Ranked Problems On Road Maintenance. The Result Reveals For The Establishment Of GIS Asset Management Plan Of Cities Designed And Managed Using Arcgis 10.7 And Arc-GIS 10.5 Software Databases. Stakeholders Are Recommended To Give All Due Attention Towards The Condition Assessment Of Road Infrastructure Components And To The Most Significant Problems In Road Maintenance.
