Abstract
As urbanization continues to reshape cities globally, the challenge of providing affordable housing has emerged as a pressing issue, particularly in rapidly developing regions like Addis Ababa, Ethiopia. As urbanization accelerates, the demand for affordable housing has intensified, particularly in rapidly growing cities like Addis Ababa, where economic disparities and social inequalities are prevalent. This research aims to investigate affordable housing solutions as a critical component in fostering inclusive urban development, with a specific focus on Kirkos Sub-City in Addis Ababa, Ethiopia, specifically in wereda 10 and wereda 11. This study assesses existing housing policies, community needs, and potential innovative strategies that can enhance accessibility to affordable housing for low and middle-income residents. Through a mixed-methods approach, including surveys, interviews, and spatial analysis, the research identify successful models and strategies of affordable housing and their impact on social integration and urban sustainability. Findings indicate that despite ongoing government initiatives such as the Integrated Housing Development Program, many affordable housing projects fail to meet resident needs. Respondents reported that housing remains largely unaffordable, of substandard quality, and poorly maintained, with limited community participation in planning and decision-making. Comparative analysis of several housing sites further reveals wide disparities in construction quality, service accessibility, and social cohesion, underscoring the disconnect between policy intent and on? the-ground reality. Based on resident experiences, expert opinions, and observational data, the research proposes a strategies framework that emphasizes enhanced stakeholder collaboration, streamlined policy implementation, robust public?private partnerships, and the adoption of sustainable, technologically innovative construction practices. These recommendations are designed to reform financial, administrative, and planning mechanisms so as to align affordable housing solutions with broader urban development objectives. Ultimately, the study calls for an integrated, community-driven approach to transform affordable housing into a foundation for a more equitable, resilient, and inclusive urban future in kirkos sub city, Addis Ababa.
