| dc.description.abstract | Different urban plans have been carried out in country, Ethiopia including structural plan, strategic plan and basic plan. The Structural plan is frame work plan, growth indicative plan which is defined as a type to a plan broad growth direction for the urban centers, but due to different plan implementation challenges most of the structural plans were expired without change to ground/ practical action. Improper structural plan implementation and management had emanated various problems like improper land delivery, infrastructure provide, transportation problems, slums upgrading problems, administration, and control as well as financial optimization problems. The study aims also discussed the cause, the results of the plan implementation challenges, and the gap between plan preparation group and implementation body, and proposed different alternatives that overcome the challenges. To meet the objective of the study related data was collected from different residents and professional experts. The systematic random sampling has been used for collecting data from the residents and purposive sampling has been deployed professional experts and officials , and analyzed through the classification of all collected data both qualitative, or quantitative data. Quantitative data were supported using descriptive statistics such as ratio and percentages while qualitative data like maps, images, and open-ended interviews are analyzed through with standards, norms, counting the content or clarifying the idea. The result of the study identified that weak integration between plan preparation and plan implementation body, the absence of the capacity requirement (manpower, financial and budget, equipment’s and logistic), plan preparation period, lack of neighborhood development plan or local development plan, the unwillingness of the society to develop the site, deficiency of urban plan awareness, and lack of implementation mechanisms are the challenges of urban plan implementation in Adama city in case of Abba Gada Sub-City context. These difficulties have associated the results of different urban problems: infrastructure providing and slum upgrading problem, environmental and transportation problems, economic and social problems, land use arrangement problems, and lack of good urban governance. Thus, to reduce the aftermaths of these give attention by the involvement of large public participation during plan preparation and implementation, for the professional by providing logistics and surveying equipment’s, professionals salary and allowance payment during field work, implementation strategy to address the capacity and attitude problems of the leadership and professional, providing neighborhood development plan through active participation of local community, and monitoring and evaluation measurement and assessment of the plan to manage whether the plan implement or not. | en_US |
